As I noted in the edit summary, the "Lugano prize" does (or did) exist as evidenced by the following external links:
- this is certainly the prize in question http://www.guggenheim-venice.it/inglese/collections/artisti/hayter_bio.html
- this might be a contemporary evolution of the prize - not sure http://brunelleschi.imss.fi.it/nuncius/enln.asp?c=680
- there is a site that is referenced by the link above, but I cannot discern anything about the prize as the site is in Italian without an English version http://brunelleschi.imss.fi.it/nuncius/enln.asp?c=680
- there are a number of internet pages that refer to "Lugano International Print Biennial" or "International Print Biennial in Lugano" where the 'grand prize' was considered a distinguished accomplishment
