This seems wrong since Austria was neutral as a condition of Soviet withdrawal from Austria.
During the Cold War, Vienna was seen as a Western bulwark against the surrounding forces of Communism, and was a hotbed of international espionage.
Austria was indeed neutral. The point though is, that Vienna is within a 100 km from the border, making it a perfect location in the "free world" to use as base for operations in both directions. This is even further excaberated by the neutrality: Control of the borders was not in the hands of "american minions".
