Victor Hoxha is an Albanian-Kosovar gang boss.

Hoxha ruled over a gang specialised in racketeering and prostitution in Antwerp, Belgium. In 1998 he was sentenced to fifteen and a hallf years in prison. While imprisoned in Brugges he still controlled the gang. After serving half of the sentence he was paroled on the condition that he returned to Kosovo and never came back to Belgium.

According to police he was spotted in Antwerp in August 2006. A parliament hearing followed, looking into why the gangster was released prematurely. Opposition politicians asked Laurette Onkelinx, Belgian minister of justice, to step down. This heated political dispute suspended talks about the federal budget but the government crisis was averted in the next week.
