Wikipedia:Manual of Style (disambiguation pages) says:

  • Links to non-existent articles ("redlinks" or "red links") may be included only when an editor is confident that an encyclopedia article could be written on the subject.
  • Redlinks should usually not be the only link in a given entry; link also to an existing article, so that a reader (as opposed to a contributing editor) will have somewhere to navigate to for additional information.
