"Verbal" to mean "Expressed or conveyed by speech instead of writing" is meaning 4a in the Oxford English Dictionary, which lists attestations of this usage starting with Horsey in the year 1591, and going through Moryson in 1617, Pepys in 1667, Swift in 1727, and so on.
So it is not a mistake and I will remove the implication that it is.
