While the photo is copyrighted to the government of Ukraine, I believe that its using on Valeriy Pshenychnyy constitutes fair use as described in the copyright law of the United States. The images are the official ones, showing how Valeriy Pshenychnyy and the Constitutional Court of Ukraine want him to be seen that aids to the critical commentary on them. The images have low resolution and no commercial values. Its usage does not negatively interfere with the commercial interests of Constitutional Court of Ukraine.
