As it was a discussion in the corresponding Swedish Wikipedia-page about this municipality, about the fact that this municipality has two seat towns, I decides to write to the municipality office and ask. This is a short extract of that answer: "Kommunen har två centralorter, Vaggeryd och Skillingaryd samt två mindre tätorter: Hok och Klevshult."
