There is, unfortunately, no consensus concerning the general handling of userboxes. Several proposals exist which compete to regulate their creation, format, storage, and display. Project membership is divided on these and many other related issues; tempers have been strained.
Some current examples: Proponents of "the German Userbox Solution" (now Userbox migration, WP:UM) feel that certain types of userboxes should be maintained in User: namespace. The userbox policy proposal (Wikipedia:Userbox policy) attempts to regulate userboxes wherever they are found. Some editors feel that almost all userboxes are okay, anywhere; some oppose them everywhere. Before you create or delete a userbox, you may wish to consider if and how you may wish to involve yourself in this debate. However, absent consensus, you remain free to do as you like (within the boundaries of the Five pillars). But remember, others may exercise this same freedom by attempting to delete or edit your work. In any case, Stay Cool!
