The United Progressive Party is the main governing political party in Antigua and Barbuda. It is led by Baldwin Spencer and has the majority of seats in the Antiguan House of Representatives. UPP was formed in 1992 through a merger of Antigua Caribbean Liberation Movement, the Progressive Labour Movement and the United National Democratic Party. At the last elections, 24 march 2004, the party won 55.3 % of popular votes and 12 out of 17 seats.
