Because I understand the first footnote to be relative specifically to the panel phrase, to-wit, to serve to qualify the constitution of the panel (as against, e.g., to serve to provide a source for or explanation of the entire sentence), I returned the footnote to a position anterior to the period. If anyone thinks my construction of WP:FN to be incorrect (to be sure, neither usage here appears to be disfavored by FN, but I think it better that the footnote precede the full stop in order that such footnote should not seem to refer to the totality of the sentence [the principle source for which is provided infra in the references]), he/she should, of course, feel free to rv.
