This is a promotional picture for University Mall, which no longer exists, taken to promote the mall. Displaying it on an article about the mall is inline with what the image was originally intended to be used for.

This is a copyrighted image that has been released by a company or organization to promote their work or product in the media, such as advertising material or a promotional photo in a press kit.
