Undervoting is the process of voters turning in ballots without any choices selected.
This problem is usually due to voter confusion or frustration with electronic voting systems. Another cause may be due to the voter not asking for help when they do become confused. The last cause is due to voters consciously leaving the ballot blank due to lack of interest in the candidates.
Although undervoting has been going on for decades it has recently become more of a problem. In the 2000 Presidential Election contributed to causing a recount of votes in the state of Florida.
