The ULEB Cup 2003-04 was the 2nd season of second by strongest competition ULEB Cup, organized by ULEB. There was 36 teams. The Final was held in April 13 in Charleroi, Belgium.

This season's ULEB Cup featured a total of 36 teams, divided in 6 groups of 6. The round-robin group stage will be followed by knock-out stages. The regular season began in November 2003.

The all 36 teams in 6 groups (in each group 6 teams) played a round-robin competition (home and away). 2 teams from each group advanced to the Knockout stage (Eighthfinals). 4 teams with best result stands third place in group also advance to the Playoff.

The winners from Eightfinals advanced to the quarterfinals. The matches were played at two games (home and away). The match winner determined by points different.
