The publisher of the image, Kiev's Architectural union says that anything borrowed from the site can be done so, given there is a link back to it. Image URL:[2]

This image is a historic moment that captures the building about which the article is about, just after the completion of its construction. Since then the view of the structure and the surrounding territory has clearly been changed. Thus it is a useful historical snapshot that cannot be re-created.
