This seal is not free. The university sets strict guidelines on its seal, and covering its Fair Use in Wikipedia's article on UCI is this rationale.

This logo qualifies as fair use under Wikipedia's copyright guidelines on logos as follows:

Under United States law, this logo, a trademark of UCI, may be used on other sites for purposes of criticism and commentary. The Wikipedia article serves to do just that. Furthermore, the trademark may not be used in an artistic or editorial setting. Its presence in the infobox in the UCR article is neither artistic or editorial.
There is no free equivalent, because one cannot be produced. The only allowable logograph is this logo, and any reproduction, digital or otherwise does not represent the university.
