The Type 97 Chi-Ni was not a tank in itself so much as it was a choice between it and the Chi-Ha. When the IJA searched for a new medium tank, they had the choice between the Chi-Ni and Type 97 Chi-Ha. Originally choosing the cheaper Chi-Ni, they eventually favored the Chi-Ha for its added power, and the Chi-Ni was scrapped at that point. The Chi-Ni was a product of the Osaka Arsenal, who were competing with Mitsubishi Heavy Industries, based in Tokyo, to build the army's new medium tank.
