Development of the Chi-To began in 1942, with the idea of a successor to the Shinhoto Chi-Ha. At first, it was going to be equipped with a high velocity 57mm AT gun. However, in 1943 it was decided to design it with a 75mm AT gun in mind instead. One of the many heavy tank prototypes produced towards the end of the war, this tank never saw action in World War 2. The first prototype was produced in May 1944. Only 6 models were produced in 1945.
