His Excellency Sir Tupua Leupena (1922 November 24, 1996) was a political figure from the Pacific nation of Tuvalu.

Leupena served as the second Governor-General of Tuvalu from March 1, 1986 to October 1, 1990, representing HM Queen Elizabeth II, who is the head of state in Tuvalu.

In common with most, but not all, of Tuvalu's Governors-General, Leupena accepted a Knighthood.

Sir Tupua Leupena died in 1996.
