Tsuru (都留市 Tsuru-shi?) is a city located in Yamanashi, Japan.
As of 2003, the city has an estimated population of 35,108 and the density of 217.28 persons per km². The total area is 161.58 km².
The city was founded on April 29, 1954.

Tsuru is home to Tsuru University (都留文科大学; Tsuru Bunka Daigaku), a small liberal-arts and humanities college. The university is, however, fast improving its international ties.
