Tsuneo Horiuchi (Japanese:堀内 恒夫, born January 16, 1948 in Yamanashi, Japan) is a former professional baseball pitcher in Japan's Nippon Professional Baseball. In 2008 he was voted into the Japanese Baseball Hall of Fame.
