But it seems that Trouton's ratio is usually applied to something about viscosity.

the Trouton ratio, in the context of viscosity, is the ratio of Extensional Viscosity to Shear Viscosity, it is 3 for newtonian liquids, and more than 3 for non-newtonian liquids.
