[edit] Retirement

Each year, the names of particularly destructive storms (if there are any) are "retired" and new names are chosen to take their place. Add a new section Tropical cyclone naming#Retirement.

And mention that e.g., here in Taiwan, highly remembered "Nari" is coming around again, apparently the last one was not big enough for the big wigs to retire -- which only makes them look dumb...
