The fair use rationale on this image was based on the fair use rationale for a logo (Image:HEBISD logo.gif) which is included in an article that successfully became a Good Article (HEBISD). I promise I'm not trying to be difficult, but more insight into what exactly is offending/incomplete/not correct would be greatly appreciated in my efforts to improve/complete the rationale or replace the image.
