This image is possibly copyright expired, as an anonymous literary or artistic work created before 1988 in the UK, under the Copyright,_Designs_and_Patents_Act_1988#Transitional_provisions; see Schedule 1 12(2)(a) of the Act. Under this clause the Copyright Act 1956 still applies, with a 50 year copyright term from publication, so copyright expires 1992. This is a complex scenario to evaluate, so it is easier to sustain the fair-use rationale above unless that is challenged.
