This article should be renames "Torture Victim Protection Act of 1991", because that is the official name of the act, as reported in the Congressional Records and USCCAN. Legal materials citing this law also use "... of 1991" even though the act passed the Senate and was signed in 1992. (The law passed the house Nov. 25, 1991).
