Topraisar is a commune in the Constanţa County, Romania.

The commune includes four villages:

  • Topraisar (historical name: Turkish: Toprakhisar)
  • Biruinţa (historical name: Muratan)
  • Moviliţa (historical names: Musurat, Regele Mihai, Filimon Sîrbu)
  • Potârnichea (historical name: Abdulah)

Topraisar was the site of a battle in 1916 (see the Romanian Campaign (World War I)).
