Tomyumgoong, I've just noticed that you're using Image:RibbonGIC_its_name-_should_not-Collide_with_another_file_now_utdtjgf87676.jpg in User:Tomyumgoong/ubx/nocirc. As this is a copyrighted image, this usage is in violation of WP:NFCC (see point 9). Jakew (talk) 14:21, 19 January 2008 (UTC)

Per the copyright, the image may be freely used in conjunction with the text discussed. I have updated the copyright status of the image to properly reflect this, in line with the exemptions referenced in the section of WP:NFCC you mentioned. Tomyumgoong (talk) 08:55, 28 February 2008 (UTC)

It may be used in articles, but not on user pages. This is stated very clearly in the exemptions: "Non-free images may be used only in the article namespace. Used outside article space, they are not covered under the fair use doctrine. They should never be used on templates (including stub templates and navigation boxes), portals, user pages, categories, Help, MediaWiki, or the Project namespace." You are quite incorrect. It has a free-content license when properly attributed. This is not a fair-use argument. It is used freely under proper license. Please read the attribution requirements. Tomyumgoong (talk) 21:57, 28 February 2008 (UTC)

I'm afraid that the copyright owner states only that "The blue and pink ribbon web image may only be used in conjunction with the text: Genital Integrity. © 1998 NOHARMM". Please see WP:ICT#Guidelines: "For an image to be considered "free" under Wikipedia's Image use policy, the license must permit both commercial reuse and derivative works."
