Tom Carnegie, born in 1919 in Norwalk, Connecticut as Carl Kenagy (which is still his legal name) was the public address announcer for the Indianapolis Motor Speedway from 1946 to 2006. His signature call while at IMS was, "It's a new track record," which was said many times during his tenure.

He also served as the PA announcer for the Indiana State High School Basketball championships during this time. Carnegie had a small role in the 1986 film Hoosiers, where he portrayed the PA announcer at the championship game.

Carnegie graduated from William Jewell College in 1942, where he was a star debater. During one such competition he entered a sports radio contest, which he won.
