Someone edited this article anonymously after I added a notability tag, removing it without providing an explanation or external sources citing this individual's notablity Wikipedia's criteria for the notability of biographies does not include adding articles for every high-ranking officer in the U.S. armed forces.

If Hess is notable as a doctor, then citations from medical journals should be provided. If he's notable as a serviceman, then citations from *.mil or *.gov sites should be provided. As it stands, this article is simply not encyclopedic. LeaHazel : talk : contribs 17:18, 23 December 2006 (UTC)
