This is the cover of the January 2007 issue of TEXAS MONTHLY, the magazine I edit.

The magazine cover was named best magazine cover of the year by the magazine publishers association.

This is used in the popular culture section on the Dick Cheney hunting incident. It's a small version of the image, uploaded by the editor, that provides a reference in popular culture of type that is not replaceable with free images. The image is fair use through being commercially insigificant and a small part of the total work.
