Maintenance tags can be removed whenever you have resolved the issue - the people who add these tags rarely come back to check on them later. In the case of toe walking, you have references and they are reliable - now they need formatting. The best way to do this is using citation templates. I noticed you used the {{ref}} and {{note}} tags for the article - I am not too familiar with that system. The referencing system most people use is documented at Wikipedia:Footnotes and allows the footnotes to be autonumbered; it uses <ref> and </ref>. See the article autism for an example of the footnotes system in action - I found your article from the autism article.
