Although this image is subject to copyright, I (Josiah Rowe (talk • contribs)) believe that it is covered by U.S. fair use law, because:

1. it is a low-resolution screenshot from the 1996 television movie Doctor Who, the only appearance of this character of the Master as played by this actor;
2. it is being used for identification of the character of the Master, the subject of the article;
3. the use of the image in this article will in no way infringe on the owners' copyright, or ability to market the television film or ancillary works;
4. no free equivalent can exist.
