The notability of this festival is currently unclear, since not enough independent secondary sources are cited. By the notability criteria for organizations, independent reliable sources are required to make sure that the subject is notable. In particular, one would expect significant press coverage about a notable festival. Please cite such sources in the article in order to establish notability.
