I, Smomo, think the use of this image on Wikipedia, hosted by the non-profit Wikimedia Foundation, constitutes as fair use under United States law because:

1. The low resolution image is available for free from the BBC website and therefore does not provide for free what the BBC may be trying to sell.
2. The image is low resolution and does not prevent the BBC from selling Doctor Who-related merchandise.
3. The image is the only example of its kind that can illustrate the point being made in the article.
