It is believed that the low-resolution copyrighted Time magazine cover meets the criteria at fair use policy for use in the article "United States housing bubble" because:

• This image is used to illustrate the publication of the issue of the magazine in question, in that the appearance of this widely read magazine cover illustrates the mania for homes in the U.S. in 2005, which is covered in that article. The appearance of this cover was taken as a sign of the bubble's peak. The use of this magazine cover to illustrate the mania for homes in 2005 and as a sign of the bubble's peak contributes significantly to the article in ways that words cannot.
• The publication name is either on the image itself and written in the image description above.
