Thomas Eugene Baker is a professor of Constitutional law in the Florida International University College of Law. After receiving his Juris Doctor at the University of Florida College of Law, Baker was a law clerk in the United States Court of Appeals for the Fifth Circuit, and later spent three years working for the Supreme Court of the United States, as a Judicial Fellow and Acting Administrative Assistant to Chief Justice William Rehnquist.
