This guy passes the notability criteria at Wikipedia:Notability (people), which allows "Political figures holding or who have held international, national or statewide/provincewide office, and members and former members of a national, state or provincial legislature".

There isn't much info available on the web about this man, but he was a member of the House of Lords for 16 years, so may have made a contribution there.
