Barnett's line of thinking is very much an economically focused intellectual extension of Francis Fukuyama's The End of History? thesis, published in the international affairs journal The National Interest in 1989, and later being expanded into a book in 1992.

His ideas don't work. Since globalization has increased, conflicts certainly must have decreased if they would work. Instead, conflicts have increased as they always did since 1945.
