Here is an article which is very long, but to cut to the chase it gives the following info:

RfB questions
Thank you for answering. However, I'm not sure I'm fully aware of where you stand on two issues, viz. rename conventions and withdrawn reconfirmation RfAs. The rename question was two mostly unrelated questions. I'll try to explain better. Currently, we have WP:CHUG, which is a guideline on how bureaucrats view rename requests. The page makes it a point to say that the page is how bureaucrats view and act on them, and has been drafted by them, not the wider community. Since renames are generally said to be totally under the realm of bureaucrat discretion, can non-crats mandate bureaucrats to act a certain way on specific requests? If so, where should this change be requested. As for the second part, what would be the process by which rename decisions are appealed.
My most important question, however, was the first one. The crux of the question is how reconfirmation RfAs are affected by an early withdrawl. Would you mind elucidating for me? seresin | wasn't he just...? 23:42, 29 February 2008 (UTC)

It seems like the consensus has been to not create pages on the individuals. The idea is to keep the emphasis on the event and include the information on the shooter until there is enough information to justify their own article. I am not sure one exists for that event yet (I am not familiar with it). That said... here are two recent ones that have been created:

Seeking admin assistance please
Hi Rambling Man, I'm seeking some admin assistance please in relation to some POV issues...
There is an editor who has created Category:Environmental issues, which is said to list "articles related to the the negative effects of human activity on the human health and on the natural environment." And this editor is proceeding to populate the category in part by splitting chunks of negative text from existing articles, thereby creating POV forks. For example, see Talk:Environmental issues in the People's Republic of China (which is at WP:3O), and Environmental issues with the Three Gorges Dam. The Ipswich murders article is pretty good so far. I think a fairly minimal amount of work could get it to FA even. There's little more information that could be added really, so perhaps you could help out with the general layout and formatting. Particularly the timeline section. If you could help make that more useful and aesthetically pleasing, it would be great. I don't know what more can be done to the article other than formatting as per WP guidelines really. The article is already well sourced and pretty well written. The photos that are there are either because they're the only ones available (FU) or the best for the situation (PD).
You asked for my input, and my major suggestion is we work on the 'timeline' section. See the talk page for my comments. Other than that, your input is as good as mine. I did offer to take further photos, but as someone else pointed out - it's not really needed.

Peer review idea
Hi, I have made a proposal that no peer review request be archived without some response. To aid in this, there is a new list of PR requests at least one week old that have had no repsonses beyond a semi-automated peer review. This list is at Wikipedia:Peer review/backlog.
There are just over 100 names on the PR volunteers page, so I figure if each of these volunteers reviewed just one or two PR requests without a response from the list each month, it would easily take care of the "no response" backlog (as there have been 2 or 3 such unanswered requests a day on average).
