Nick Pulovski (played by Eastwood) is a veteran cop who is known for training new partners who end up being killed. His career hasn't been hugely successful, and he seizes the opportunity when he discovers that a man called Strom (played by Julia) is the leader of a major car theft organisation.
Pulovski's current partner is killed, and he is taken off the case and assigned a new rookie partner, David Ackerman (played by Sheen). Pulovski continues to pursue Strom despite not being on the case anymore. Ackerman is unsure what he should do, in part because of his fear stemming from a childhood incident where he unwittingly led his younger brother to his death.
Pulovski and Ackerman are faced with the assignment to stop an auto theft operation by Strom and his right-hand woman Liesl. Pulovski finds himself captured by the two and it is up to Ackerman to free him. However, before he manages to do so, Liesl ties up Pulovski to a chair under gunpoint and proceeds to mount and rape him. She also videotapes it.
After Ackerman finally frees Pulovski, they join forces to finish their task.

- Nick Pulovski is similar to another Clint Eastwood character, 'Dirty' Harry Callahan. Dirty Harry also has a reputation for getting partners killed, as well as one for murdering criminals.
- This film was released after the success of Lethal Weapon; although the film was not very well-received by critics, this is the only Eastwood film associated with the buddy-cop genre.
- Reportedly, Clint Eastwood initially planned the film to take place in London, England, but ideas were changed (see the cast list for the original names). One of the lines changed was Lon Martin's "Did you hear what that lousy poof just said about my car?" to Loco Martinez' "Did you hear what that fucking puto said about my car?".
