"The Red Mass" is episode 69 of The West Wing.

Liberal third-party candidate Howard Stackhouse is becoming a thorn in Bartlet's side—and Amy Gardner is consulting for him. Elsewhere, the Ritchie camp wants as few debates as possible; Leo meets with the Israeli Foreign Minister about the Shareef matter; a government siege of a house occupied by domestic terrorists is compromised by a sick child in the house; and Josh makes Donna bone up on a self-help guru who has advised Governor Ritchie.

In this episode Leo expresses his concern to Sam about the situation with Qumar: "I don't know what winning looks like." He tells Sam in desperation. Sam asks him outright about whether the U.S. was involved in the assassination of the Qumari Defence Minister. Leo does not reply but Sam draws his own conclusions as he mutters "sorry."
