The Merton Rule

The Merton Rule is named after the first council in the United Kingdom to implement the governments Planning Policy Statement 22: Planning Guidance on Renewable Energy. [1]

The policy has been criticised for assuming that in all cases, renewable energy generation represents the most effective method of reducing CO2 emissions at any given location. [1]

Contrary to belief, The Merton Rule actually played a key role in making sure that renewable energy policies were embedded into the mainstream planning mechanism and was the main component which persuaded the UK Government to include an addition in its national planning policy guidance (PPS22) relating to renewable energy. PPS22 actually came to exist because of the Merton Rule, not vice versa.[2]
