I've mentioned this before and no one seems to understand it. Once again, the survivor count represents the number alive at the BEGINNING of the episode - not who is killed during. It technically would spoil the episode if it did. So, those who die in THIS episode will be deducted from the count in the NEXT. That's how it works. Starbuck is the only death in the previous episode so the count dropped by one. Hughes died and possibly the marine that saved Lampkin, so the number will go down at least by one in the next episode.
