In the final scene of Journey to Babel, Spock speculates on the origin of Thelev, as well as that of the mysterious fast-moving ship that attacked the Enterprise. For encyclopedia purposes, I think it's fair to say they might have been Orions (given Spock's credibility and the ease with which his speculation was accepted by the other characters), but there wasn't any hard evidence in that or any subsequent episode to prove it.
