The resemblance to a swastika is nebulous at best. The design is actually a pair of diamonds (such as on a playing card) one atop the other, joined at the tips. This would appear to be a symbol of the "The State", and not necessarily a military insignia, as it also appears on civilian shirt collars. The diamond motif is repeated on The Chancellor's shirt, with three diamonds aligned horizontally over the heart. This may be intended as an indicator of rank or status within The State's hierarchy.
