(Usage at the website seems inconstent. The website itself appears to be named "News-Journal Online", while the masthead of physical printings does include the definite article "The" in its title (as do references to the company itself, as in address headings). Therefore, "The Daytona Beach News-Journal" appears to be the "official" title of the publication.
