The Covenant cannot hope to breach the defenses of the humans' well fortified position and try to talk with them. The Covenant send forth an ambassador to reason with the humans, but upon the offer to join the Covenant, the leader of ODSTs shoots the elite in the head and begins the siege.

The shooting of the ambassador caused a fair amount of controversy in the Codex community. While some feel that the killing was justified, others point out that killing an ambassador is considered wrong according to Human standards of wartime behavior. Perhaps the answer, though, can be found in Erda Renadee's cryptic remark about finding another way to get the Humans to surrender, and the ambassador's bio on the Codex site which describes their often treacherous use. ODST Sergeant Henderson may have simply foreseen this plot. Either way, it is indisputably the most controversial moment in the entire series.
