Though this image is subject to copyright, its use is covered by the U.S. fair use laws because:

  1. It illustrates an educational article which includes the history of manga, in which Sazae-san is an important part.
  2. The image is used to illustrate the accompanying text "In Tezuka’s “cinematographic” technique, the panels are like a motion picture that reveals details of action bordering on slow motion as well as rapid zooms from distance to close-up shots. This kind of visual dynamism was widely adopted by later manga artists." which it does nicely
  3. The use of this panel will not affect the value of the original work or limit the copyright holder's rights or ability to distribute the original. In particular, copies could not be used to make illegal copies of the book.
  4. It is a low resolution image.
  5. The image is only a small portion of the commercial product.
  6. It is not replaceable with an uncopyrighted or freely copyrighted image of comparable educational value.
