Purpose of use

It illustrates the first broadcasting of color TV (PAL system) in Europe, interesting for historical reasons. Color TV was the first widely spread electronic commercial application of the RGB color model.

Replaceable?

Difficult. Only color TV test cards from first broadcasts in other color TV systems (NTSC, SECAM) fits well to illustrate the same topic, and they are most likely copyrighted too.
