Add {{Blockeduser|time period}} to the top of the userpage you are blocking.
- time period = length of block. ie. 1 year, 1 month, 1 week, etc.

Creates this:

Used to show alert users and the user in question about the block and length of block. These will be listed in Category:Temporarily blocked Wikipedia users.

I feel that "for a limited amount of time" is more accurate a description of blocks than "temporarily"; therefore, I changed "blocked temoporarily" to "blocked for a limited amount of time". -204.52.215.107 20:01, 11 September 2005 (UTC) (also Rickyrab|Kibitz)
- To answer your edit note question What if there are longer blocks?, first, this template allows you to specify the amount of time, secondly, temporarily pretty much equals for a limited amount of time, so you really didn't change anything. If it was a indefinte block then {{Indefblockeduser}} would be used. ∞Who?¿? 00:04, 12 September 2005 (UTC)

The category the template uses needs to be changed from Category:Wikipedia:Temporary blocked users to Category:Temporarily blocked Wikipedia users per Wikipedia:Categories for deletion/Log/2006 May 13#Categories starting Wikipedia: or new blocks will be added to a depreciated category.
